CDA and EOBI Plan Joint Investment Projects in Islamabad

The Capital Development Authority (CDA) and the Employees’ Old-Age Benefits Institution (EOBI) agreed in July 2026 to prepare a final plan for joint projects in Islamabad. The proposed projects cover tourism, recreation, the hotel industry and other sectors.

What was decided?

A special meeting chaired by Interior Minister Mohsin Naqvi directed CDA and EOBI to prepare a final plan for the proposed joint projects within 15 days.

According to Radio Pakistan, the projects are expected to move forward only after final approval from the Prime Minister.

Why would EOBI participate in commercial projects?

EOBI manages a large investment portfolio to generate income that supports long-term pension obligations. Investment returns are an important part of its financial model alongside employer and employee contributions.

For context, read our report on the EOBI investment portfolio reaching Rs691.91 billion.

Are the Islamabad projects already approved?

No. The July announcement concerned preparation of a final plan. The joint projects were described as subject to final approval from the Prime Minister.

Readers should therefore distinguish between a proposed investment initiative and an approved or completed project.

Why pensioners should care about EOBI investments

EOBI’s investment performance can influence the long-term strength of the pension fund. However, investment projects also require strong governance, risk assessment and transparency because the underlying funds support workers’ retirement benefits.

The Senate committee’s review of EOBI governance and investments provides more context on why oversight matters.

Will these projects increase EOBI pensions?

There is no official announcement linking the CDA-EOBI projects to an immediate pension increase. Pension changes depend on the fund’s financial position, actuarial assessment and legal approval process.

Our 2026 EOBI actuarial valuation update explains that process in more detail.

What happens next?

The next meaningful development would be a formally approved project plan containing investment size, project structure, expected returns and implementation arrangements.

Final words

The CDA-EOBI initiative could become a significant part of EOBI’s investment activity in Islamabad, but as of the announced stage it remains a proposed plan awaiting final approval.
