Pakistan and Philippines Compare EOBI and Migrant Worker Social Security Models

Pakistan and the Philippines discussed pension and social-security systems for workers during the Abu Dhabi Dialogue 2026, with EOBI presenting Pakistan’s social-protection framework.

What did the two countries discuss?

During a February 2026 meeting in Dubai, Pakistan’s Federal Minister for Overseas Pakistanis and Human Resource Development met the Philippine Secretary of Migrant Workers.

The EOBI chairman briefed participants on Pakistan’s social-security system, including eligibility criteria, benefit structures, pension disbursement mechanisms and EOBI’s financial model.

What did the Philippines share?

The Philippine delegation explained its own pension and social-security arrangements and shared details of its pre-departure training model for migrant workers.

Both sides expressed interest in studying each other’s systems and continuing cooperation on registration, training and reintegration of migrant workers.

Why is this relevant to overseas Pakistanis?

Pakistan is simultaneously working on stronger pension protection for citizens working abroad. The National Emigration and Welfare Policy 2026 includes an EOBI pension scheme for overseas workers.

International cooperation can help policymakers compare systems that already manage migrant-worker contributions, portability and retirement protection.

Has a Pakistan-Philippines pension agreement been signed?

No specific bilateral pension portability agreement was announced in this meeting. The official statement describes an exchange of information and interest in learning from each other’s models.

Workers should therefore not assume that contributions paid in one country can automatically be transferred to the other.

How does this fit with wider EOBI reform?

Pakistan is also reviewing ways to expand pension protection beyond traditional formal employment. Read our report on the proposed pension scheme for informal and self-employed workers.

A separate draft EOBI Bill 2026 also proposes wider voluntary coverage, including overseas Pakistanis.

What should overseas workers watch next?

The most important developments will be formal implementation rules for the overseas-worker pension scheme, contribution rates, registration procedures and any future international social-security agreements.

Final words

The Pakistan-Philippines discussions show that EOBI reform is increasingly connected to migrant-worker policy. For now, the talks represent cooperation and policy learning rather than a new bilateral pension entitlement.
